The diamond knot is tied in the thong of Rovers to signify the completion of a quest.

When a Scouter completes his or her advanced Wood Badge, a friend will tie the diamond knot in his or her thong to signify the completion of the quest.

Tying Instructions can be found here, or in the Canadian Path Rover Scout Handbook.
