The Contingent Leader is the Project Director for a multi-million dollar, multi-fiscal year project. Roughly 60% of one's time will be spent planning and preparing for the jamboree (2016 to June 2019), 30% leading the pre-jamboree and jamboree and 10% performing post-jamboree closure activities. Ramp-up activities will take 10-15 hours per week for the first 2-3 months, 5-10 hours per month until about a year before the jamboree and then 5-10 hours per week closer to the jamboree. The Contingent Leader is also required to attend 2- to 3-day Head of Contingents Meeting each year, most likely to be held in the host country, and to be onsite for two weeks during the jamboree.

Three key deliverables include (1) assembling the largest Canadian contingent ever to give the participants a once-in-a-lifetime and safe experience at a reasonable cost, (2) showcasing Canada and Canadian Scouting to the world during the jamboree and (3) assigning resources to provide support to the jamboree planning and delivery teams as a co-host country prior to and during the jamboree. This is a long-term commitment that will span almost four years.

Skills and Competencies

  • Strong Project Management skills.
  • Experience in representing Canada at the international level
  • Building a team (Contingent Management Team [CMT], International Service Team [IST], Jamboree Planning Team [JPT] and Jamboree Delivery Team [JDT])
  • Leading teams of volunteers and staff to prepare:
  • Financial Plan (e.g., budget, cash flow, procurement), Administration and Registration Plan (e.g., payments, refunds, travel details),
  • Marketing and Communication Plan (e.g., website, participants’ handbook, presentations),
  • Service and Support Plan (e.g., patrol and unit leader selection, get-to-know-you camps, on-site support),
  • Travel Plan (e.g., ground, air, transfers),
  • Logistics Plan (e.g., contingent kit, tents, supplies) and
  • Canada House Exhibition (e.g., hub for Canadian participants, showcase Canada, social events)
  • Demonstrating polished behavioural competencies in leadership, teamwork, flexibility, communication and initiative
  • Understand the multi-cultural nature of World Scouting and demonstrate sensitivity and openness to all, regardless of background, ethnicity, religious beliefs or sexual orientation.
  • Ability to speak and communicate in French and Spanish, while not mandatory, would be an asset.


  • Appointed by and report to the National Key Three
  • Budget and finances must be approved by the Board of Governors
  • Member of the International Programs Team.
  • Lead the Contingent Management Team
  • Liaise with the Jamboree Planning Team, Jamboree Delivery Team and with the Contingent Leaders from other National Scout Organizations.
